About

An EU-focused training school used TrustArc for consent management, Google Tag Manager for tag deployment, and HubSpot for marketing. Its consent banner correctly recorded visitor choices, but a HubSpot marketing tag kept loading after visitors clicked reject. The issue was not with the consent platform itself, but with a GTM trigger listening to the wrong event.

Challenges

  • The HubSpot tag loaded even after visitors clicked Reject.
  • The trigger listened for consent-platform initialization rather than the visitor's final consent decision.
  • The blocking exception covered preference changes but not outright refusal.
  • Nothing on the site surfaced the mismatch; it was discovered through a network-level test.

Goals

  • Ensure marketing tags respect the visitor's consent decision.
  • Prevent HubSpot from loading after consent is rejected.
  • Validate the fix through an independent network test.
  • Establish a repeatable process to catch consent drift after future site or platform updates.

Solution/Approach

  • Reproduced the issue on a fresh browser profile and captured the network activity.
  • Corrected the GTM consent gating so the HubSpot tag responds to a denied state, not just preference changes.
  • Verified the implementation by repeating the reject-and-record test after publishing.
  • Added a 10-minute reject test to the monthly monitoring routine to detect future consent failures.

Results

  • 1 marketing tag was found firing after consent rejection.
  • 0 marketing tags loaded after the consent gating was corrected and verified.
  • 10 minutes is all it takes to repeat the consent test.
  • Under a week to reproduce, fix, and verify the issue.
  • A recurring monthly test now checks whether marketing tags continue to honour visitor choices.
